DUTIES AND RESPONSIBILITIES

Under the general supervision of the Chief, Animal Health Service, and technical guidance and collaboration with the Senior Officer, Infectious Diseases-EMPRES, the incumbent will be responsible for the development, scheduling and implementation of policies and programmes in the field of viral epizootic diseases in the context of the animal health component of FAO’s priority programme “Emergency Prevention System (EMPRES) for Transboundary Animal and Plant Pests and Diseases”. In particular, the incumbent will:

  • as Secretary of the Global Rinderpest Eradication Programme, provide leadership of the eradication effort to ensure the target of the declaration of global rinderpest freedom by 2010;
  • work closely with the Secretariat of the European Commission for the Control of Foot-and-Mouth Disease (EU-FMD) and officers within FAO’s EMPRES group to establish and animate a worldwide mandate for a FAO “Foot-and-Mouth-Disease Unit”
  • provide strategic orientation, develop methodologies and issue guidelines and technical papers for strategies for the progressive control of rinderpest leading to internationally verifiable global eradication; liaise closely with the Office International des Epizooties (World Organisation for Animal Health, OIE); and country/regional partners in Asia, Middle East and Africa.
  • provide strategic orientation, develop veterinary methodologies and issue guidelines for veterinary technical strategies for the prevention, detection and control of viral zoonotic diseases/infections in consultation with other groups in the Service, relevant Divisions of FAO, World Health Organisation and OIE; conduct specific studies, country consultancies, expert consultations and workshops;
  • contribute extensively to the supervision and co-ordination in the exchange of information on viral epizootic/transboundary animal diseases to ensure widest contacts both within and outside the Organization and provide authoritative information for FAO headquarters, national and sub-regional/regional offices and the international community;
  • carry out reviews and provide policy and technical advice to FAO Members and regional organisations for the prevention, detection and progressive control of epizootic diseases of animals, rationalization and prioritization of activities of the veterinary delivery systems in countries/regions including contingency/emergency response planning and multi stakeholder consensus building;
  • prepare project proposals as appropriate, search for funding opportunities, and their implementation;
  • provide technical support to other thematic elements of the EMPRES programme such as early warning and detection (disease intelligence), early reaction (outbreak management), enabling research and coordination relating to epizootic disease surveillance, detection and control;
  • participate in the appraisal of field projects and provide supervision and technical backstopping;
  • organize and conduct technical meetings;
  • develop and ensure delivery of training programmes;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University Degree in Veterinary Science/Medicine with postgraduate research degree in Virology with emphasis on applied virology and field epidemiology
  • Ten years of relevant experience in the diagnosis, epidemiology, control of epizootic viral diseases of livestock, clinical and laboratory diagnosis, national and regional approaches to disease control which included five years at international level in, or for, developing countries
  • Working knowledge of two of the following: English, French, Spanish

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience in the planning, supervision and organization of national or regional control or eradication programmes of a disease of strategic relevance to the EMPRES programme, with particular experience in rinderpest, foot-and-mouth disease, and arboviral diseases
  • Depth of knowledge and understanding of all aspects of applied virology; including clinical and laboratory diagnosis, designing surveillance and control strategies, field-laboratory cooperation, quality assurance/quality control in laboratory settings, vaccines selection and use, and diagnostic methods, interpretation of viral molecular analyses and their application in disease endemic settings
  • Extent of experience in, or knowledge of, veterinary regulatory work including development of policies into national/international rules and regulations; inspection and compliance; development of animal production, health, and trade standards
  • Extent of managerial and supervisory skills, including those of a multidisciplinary nature
  • Relevance of experience in organizing and coordinating technical meetings
  • Quality of both oral and written communication skills in English
  • Demonstrated technical and analytical skills
  • Demonstrated analytical competency and ability to express and synthesize ideas clearly and concisely

CARE’s Mitigation of Malaria for The Most Affected Groups in Timor Island (MIAT) is an European Commission (EC) funded joint and integrated response to decrease high levels of Annual Malaria Incidence on both the Eastern and Western parts of the Timor Island. The project specifically targets vulnerable groups through a right based approach with emphasis on children under five years and pregnant women. It aims at improved human resources capacities within the health system and other government institutions in order to deliver better, more patient-centered care supported by proper managerial skills and sound information management. The MIAT project is being implemented Liquica, Bobonaro and Covalima Districts of East Timor.

In December 2006, a survey was conducted to explore the health and nutrition status of pregnant women and children aged under 5 years in 3 border districts of West Timor. This consultancy is a supplementary component of the initial survey, and bulk of the work will involve the analysis of existing data on malaria and nutrition indicators collected during the initial survey in line with the MIAT program objectives. The report on malaria and its impact on the health and nutritional well being of children aged below five years and pregnant women will form the baseline of the MIAT project in the 3 intervention districts of West Timor.

Job Summary

A comprehensive analysis of existing malaria and nutrition data and preparation of the resulting report based on the main areas investigated in the questionnaire with emphasis on the following:

1) Information and knowledge about malaria.
2) Adopted preventive strategy of malaria.
3) Household utilization of mosquito nets.
4) Health seeking behaviour during illness especially suspected clinical malaria.
5) Access to health services.
6) Other analysis and reporting relevant to MIAT project indicators.

Required Outputs:

A detail report including an executive summary; an overview of the applied methodology; an overview of quantitative data ascertained; specific findings and a discussion of the results as they relate to the specific objectives of the ToR.

The final report shall be submitted to CARE International Indonesia by 6 February 2009.

Resources and materials support

This is the home based consultancy and CARE will provide following support to prepare report:

· Raw data of the conducted KAP.
· Nutrition survey reports.
· Access to relevant documents.

Technical qualifications and key competencies

Required:
· Relevant University Degree in Public Health/Epidemiology / Nutrition or equivalent
· Previous experience of conducting surveys and writing reports in English.
· Ability to think structurally and to work independently
